In May 2025, AGCOM, Italy’s Communications authority, adopted Resolution No. 96/25/CONS, which formally approves the rules for online age verification of users accessing adult content.
Similar to the UK’s OFCOM and France’s ARCOM regulators, AGCOM requires websites with pornographic content to implement robust age verification checks for users to ensure they are over 18. All three regulations are designed to protect minors from accessing age restricted content.
Italy’s AGCOM has specified two important requirements:
- Checks must be double blind – that is, age verification providers cannot see what platform is submitting the check, and the platform cannot see any personal information of the customer.
- Age verification providers should not be owned by adult operators.
AGCOM have approved Yoti’s Digital ID as a double blind age assurance solution. We have seen widescale adoption of Yoti’s Digital ID in France, where ARCOM, the French regulator, approved the Yoti Digital ID for double blind age assurance.
Yoti ensures user privacy by:
- Double Anonymity by Design: The only information shared by an individual is whether they are over or under 18. Nothing about an individual’s identity is revealed.
- Anonymous for platforms: Each age check stands alone. Businesses can’t link one check to another or tell if the same person has verified before.
- Anonymous for provider: The Yoti ID Wallet doesn’t know which business is requesting an age verification.
Yoti Digital ID is convenient for individuals and is a practical solution for businesses using Yoti’s age verification services. For more information please contact us here.
